Background Information on CASAS
Title II of the Workforce Investment Act mandates standardized assessments be used to demonstrate program effectiveness of all ABE/GED®/ESOL programs that receive federal and state funding. The state’s ABE Office acknowledges the importance of formative classroom assessments and expects instructors to continue their use to assess student learning. However, the state must comply with the federal law and require standardized testing and reporting. In 2003, CASAS was identified by the Council for
Basic Skills as the standardized assessment system
for all Washington ABE/GED® and ESOL programs. CASAS
is a competency-based test in which students are
tested against their own learning rather than a norm-referenced
test in which a person's score is compared against
the scores of a group of people who have taken the
same exam.
